Learning Intensity Levels and Demonstrated Competences at that Level
Use these tables as a reference when rating Competences. The top table is for Cognitive Competences, the bottom table is for Affective or soft-skill Competences. The tables are based on our adaptation of Bloom’s Taxonomy of Learning.

Cognitive Levels

Demonstrated Competence

1. Knowledge Retained • Simple recall of information about the item
• Cites definitions, processes, facts or formulas
• Has recall of process steps or major ideas
2. Comprehension Shown • Demonstrates an understanding of the information
• Applies part of the item in the workplace
• Compares and contrasts methods; selects properly
3. Skill Demonstrated • Applies the item in most project work
• Uses methods, concepts, theories in new situations
• Solves problems using the item
4. Consistently Applied • Inclined to apply the knowledge and skills
• Has been rewarded or rewards others for use
• Uses in foresight (prevent), and in retrospective
5. Performance Achieved • Viewed as an expert in the area or topic
• Assists or coaches others in the area or topic
• Can describe why the performance is successful
• Can explain resulting benefits to the organization

Affective Levels Demonstrated Competence
1. Receiving • Awareness, willingness to hear, selected attention
2. Responding • Responding to phenomena
• Active participation on the part of the participant
• Attends and reacts to a particular phenomenon
• Increased compliance in or willingness to respond
3. Valuing • Reflects the worth or value a person attaches to a particular
  target behavior, ranging from acceptance to commitment
• Based on the internalization of a set of specified values,
  expressed in overt behavior
4. Organization • Organizes values into priorities by contrasting values, and resolving
  conflicts between them
• The emphasis is on comparing, relating, and synthesizing values
5. Internalizing Values • Establishes a value system that controls behavior
• The behavior is pervasive, consistent, predictable, and most
  importantly, characteristic of the participant

Note: The PM CompModel allows entry up through level 5, but level 5 should only by assessed in a formal, staffed Competence Asssessment process.
